Karnataka SIR: Voters Flagged for Logical Discrepancies Before Draft Electoral Roll

Voters participating in Karnataka’s ongoing Special Intensive Revision of electoral rolls have reported receiving “logical discrepancy” or anomaly notifications immediately after submitting their enumeration forms online, even before the publication of the draft voter list. The development has caused confusion because the detailed scrutiny and notice process was generally expected to follow publication of the draft roll, when voters would have an opportunity to verify their entries, submit corrections and respond to objections. A logical discrepancy does not necessarily mean that a person is ineligible to vote; it is an administrative flag generated when information in a voter’s current record appears inconsistent with older electoral rolls or linked family details. Possible triggers may include an unusual age difference between a parent and child, less than nine months between siblings’ recorded dates of birth, a change in a parent’s name or relationship, an implausible change in age between revisions, different family linkages across records or multiple children mapped to the same parent. Women whose electoral records changed from their father’s name to their husband’s name after marriage may also encounter mismatches if the system fails to interpret the relationship correctly. Election officials have maintained that these alerts are meant to identify records requiring further verification and should not automatically result in the removal of a voter’s name. However, election observers and civil-society groups have raised concerns that unclear or automated classifications could place an additional burden on legitimate voters, particularly women, migrants, elderly residents and people whose names or dates were recorded differently in older documents. Karnataka voters have been advised to complete, sign and submit their enumeration forms even if they cannot locate their own or their parents’ details in the 2002 electoral roll. A submitted form is expected to ensure inclusion in the draft roll, after which the Electoral Registration Officer may issue a written notice and seek supporting documents where records remain unavailable or inconsistent. Following an extension of the enumeration exercise, Karnataka’s draft electoral roll is now scheduled to be published on August 17, 2026, with voters then able to file claims and objections until September 16. The controversy highlights the need for transparent discrepancy criteria, accessible correction procedures and adequate time for every eligible citizen to protect their place on the electoral roll.
