BJP Faces Electoral Dilemma Over UGC Equity Rules

The Union government has announced it will form a committee to review the University Grants Commission’s 2026 equity regulations, a move that has put the ruling Bharatiya Janata Party (BJP) in a difficult position. The regulations, which extend protections against caste‑based discrimination to Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC), are supported by SC, ST and OBC communities. Upper castes, a core BJP voter base, have expressed concerns about potential misuse of the provisions.

The BJP hopes that revisiting the rules will calm upper‑caste voters while maintaining its outreach to marginalised groups. Vinod Tawde, the party’s Uttar Pradesh in‑charge, said the committee would ensure that no student faces discrimination because of imbalances in the regulations.

In Uttar Pradesh, where upper castes make up about 22 % of the electorate, OBCs 43 %, SCs 21 % and STs 0.5 %, the BJP’s electoral fortunes depend on balancing these groups. The party returned to power in the state in 2022 and has been keen to secure OBC votes, who are now covered under the 2026 UGC rules.

A BJP leader noted that the 2012 regulation covered only SC and ST students, while the 2026 version added OBCs. The removal of penalties for false discrimination complaints has raised concerns and turned the issue into a political hot potato.

The BJP is cautious after losses in the Bankipur (Bihar) and Datia (Madhya Pradesh) by‑polls in August, where upper‑caste anger was cited as a factor. Opposition parties have accused the BJP of wanting to eliminate caste‑based reservations and of seeking a brute majority.

The Congress–Samajwadi Party alliance won 43 of 80 seats in Uttar Pradesh in the 2024 national polls, while the BJP’s seats fell from 62 in 2019 to 33, dropping its overall parliamentary tally below the majority mark for the first time since 2014.

The Rashtriya Swayamsevak Sangh (RSS) has also expressed concerns about the regulations. At a gathering in Indore, RSS spokesperson Sunil Ambekar said the guidelines were imbalanced and urged the government to maintain fairness and social harmony. He noted that the Supreme Court had put the regulations on hold and the matter is currently sub‑judice.

Opposition leader Priyanka Chaturvedi of Shiv Sena criticised the BJP’s delayed response, suggesting the party’s actions were driven by electoral considerations.

The issue of the UGC equity regulations remains a key electoral topic, especially in Uttar Pradesh, where caste dynamics play a crucial role in voting behaviour.
