India‑Nepal Leaders Prepare for Shah’s First Foreign Visit

Prime Minister Balendra Shah, who has avoided foreign trips since taking office in March, is expected to visit India around November 22. Foreign Secretary Vikram Misri will travel to Kathmandu on November 4 to prepare for Shah’s visit, according to sources. The visit follows the arrival of India’s ambassador-designate to Nepal, senior diplomat Sudhakar Dalela, who is set to arrive early next week. Misri’s meetings with senior Nepalese officials will focus on trade, economic ties, connectivity, border security, employment, education, and the implementation of existing agreements. Shah’s trip will also allow him to meet India’s top leadership. Misri’s earlier May visit was postponed after Shah declined a meeting. Recent visits by Nepal’s RSP leader Rabi Lamichhane, foreign minister Shisir Khanal, finance minister Swarnim Wagle, and home minister Sudan Gurung to India have highlighted a shift toward development diplomacy. Khanal’s visit, preceded by a dispute over border regions, emphasized handling disputes through existing mechanisms. The planned visit may advance India‑backed development projects and announce new assistance for Nepal’s economy and reconstruction after this year’s flash floods.
