Indian Olympic Association president P.T. Usha has filed a complaint with the Electoral Officer alleging that former archer Dola Banerjee breached the Model Code of Conduct by circulating a WhatsApp message that solicited votes for a panel of four candidates in the Sportspersons of Outstanding Merit elections held on Monday, November 9, 2026. The message, sent from an account using Banerjee’s name, promoted the ‘New Bharat Panel’ and requested voters to elect four named candidates, providing their ballot serial numbers and roll numbers. Usha cited Clause 1.9 of the Model Code of Conduct, issued on October 30, 2026, which prohibits any form of publicity, including new media or social networks, in the promotion of a candidate. She argued that the message constituted targeted solicitation of votes through social media and fell within the scope of the clause. The complaint also referenced Clauses 1.2 and 1.3, which require candidates to conduct campaigns fairly, with dignity and moderation, and to show due respect to other candidates. Usha urged election authorities to examine the communication, determine how it was created and circulated, and obtain an explanation from those involved. She requested that appropriate action be taken under the applicable election rules if a violation is found, and asked for directions to ensure a level playing field for all candidates. With polling scheduled from 9 a.m. to 5 p.m. on November 9, 2026, Usha sought urgent intervention and a decision before voting begins. A screenshot of the WhatsApp message and a copy of the Model Code of Conduct were attached to the complaint. Published – November 8, 2026 10:10 p.m. IST
