The National Telecommunications Commission (NTC) has instructed mobile network operators to intensify post‑validation of SIM cards registered in unusually large numbers under a single individual. The directive is part of efforts to curb illegal use of telecommunications services, including organized scam operations, small‑time scammers, and SMS blaster devices. The measure targets accounts with more than 100 SIMs registered under one name. Operators have 15 days from receipt of the Memorandum Order to conduct know‑your‑client (KYC) checks to confirm that the registered end‑user retains full possession, control, and legitimate use of all SIMs. Under Republic Act No. 11934, the SIM Registration Act, there is no prescribed limit on the number of SIMs a person may register. SIMs whose owners cannot establish continued possession, control, and legitimate use will be deactivated. The NTC also warns that selling or transferring SIMs without proper registration is a criminal offense punishable by six months to six years’ imprisonment and a fine of P100,000 to P300,000. The NTC urges the public to ensure that all SIMs they personally use—especially those linked to banking apps, over‑the‑top platforms, and mobile payment services—are registered in their names to avoid inconvenience when telcos begin mass deactivations. Deputy Commissioner Alvin Blanco clarified that deactivated SIMs can be reactivated only if the owner can prove registration in their name with proper identification documents. The initiative aims to strengthen the integrity of SIM registration, and the NTC assures that legitimate subscribers who have properly registered and lawfully use their SIMs are not the intended targets.
