The European Union and Canada unveiled an Alliance for the Future at a summit in Montreal, where Prime Minister Mark Carney signed a digital trade deal and other agreements. The meeting also hosted European Commission President Ursula von der Leyen and European Council President Antonio Costa. Canada will become the EU’s first “associate member”, a status that has no legal basis and is contested by some EU states, but signals a desire for closer ties as U.S. President Donald Trump threatens trade tariffs on Washington’s allies. Carney posted on X that the summit added more than twenty measures to increase affordability, create opportunities and safeguard sovereignty on both sides of the Atlantic.

In a joint statement, the EU and Canada agreed that the European Investment Bank would invest in critical Canadian resources, especially raw minerals, and that cooperation on artificial intelligence security and safety would be expanded. The statement noted that sovereignty now requires secure access to critical minerals, semiconductors, payment systems, energy, vaccines, space‑based communications and AI.

Ukraine was also on the agenda. Carney announced Canada’s participation in the EU’s €90 billion ($103 bn) support loan for Kyiv, with an initial contribution of €500 million ($558 m). The two sides discussed opportunities for students, including negotiations to deepen Ottawa’s participation in the EU’s Erasmus+ student exchange programme.

Carney and Trump are currently engaged in a trade dispute, with talks underway to reach a deal between the two countries.
