Under the agreement, IFC, the private-sector arm of the World Bank Group, will work with the state government over the next year to identify at least 20 viable projects with an estimated cumulative cost of $2 billion. The proposed projects are expected to cover priority sectors such as renewable energy, power transmission, logistics, transportation, urban infrastructure and electric mobility. Rather than representing an immediate loan or guaranteed funding package, the agreement gives Odisha access to IFC’s expertise in selecting suitable projects, assessing their financial feasibility, structuring partnerships, allocating risks, preparing bidding documents and connecting the state with potential investors. The objective is to convert infrastructure ideas into bankable projects that can attract competitive private capital while maintaining clear responsibilities for construction, financing, operation and public service delivery. Odisha Chief Secretary Anu Garg said mobilising private investment would be important for strengthening the state’s national and international position and supporting the goals of Viksit Odisha 2036. IFC representatives also described the engagement as a priority and said the partnership would help create a pipeline of implementable PPP projects. If the identified projects move successfully from planning to tendering and execution, the initiative could improve transport connectivity, clean-energy capacity, urban services, logistics efficiency and electric-mobility infrastructure while reducing the pressure on government finances. However, the final investment attracted will depend on project feasibility, environmental and regulatory approvals, investor interest, bidding outcomes and the quality of implementation. The agreement therefore marks the beginning of a project-development and investment-mobilisation process rather than the immediate release of infrastructure funds.

The Odisha government has signed a Transaction Advisory Services Agreement with the International Finance Corporation to develop a strong pipeline of infrastructure projects under the public-private partnership model and attract greater private-sector investment into the state.
